Scrapping Creation and making a new engine would be such an idiotic waste of resources.

We already know they update creation engine so we can at least ask them to fix the issues. How is it more realistic to expect them to scrap the entire engine and make a new one than it is to expect them to update it? That makes no sense, logically. Someone responds saying they don't actually need a new engine but to update and fix the current one. Here's this issue with that argument (which I see way too often.) It could be they're working on it at some point - after all, The Witcher 3 did a pretty damn good job of it. Not really trying to defend GameBryo or Bethesda's continued use of it, but more that if you want cities with tons of NPCs and that's what you think is needed to make them feel more alive, then ask for that. (Or if they do, it's not something a lot of RPGs are doing a better job at.) Probably because they're taking the users' primary complaints and this is rarely something people hit on. It's possible that each NPC comes with a lot of overhead code-wise in GameBryo/Creation and Bethesda just never saw fit to work that out. It's all about trade-offs and maybe also limitations of the game engine. Simple level design and AI allowed them to pack somewhere around 100 simultaneous NPCs into the street scenes. See something like the Mardi Gras level in Hitman: Blood Money, a relatively early title in the life of the Xbox 360.
